 Scientific research is a major issue in the 21st century with regard to the technological challenges and globalization will be the field of confrontation between industrialized and modern nations confrontation that could overshadow the companies that do not provide the means to develop.

To revitalize areas of research, Algeria promulgated a set of regulations including Law No. 98/11 of August 22, 1998 Law and Policy Program at five-year projection 1998/2000 established a national plan Scientific Research (PNR) and established a national fund for scientific research and technological development (FNR) responsible for funding research.

Pursuant to Law No. 98/11 quoted above and Executive Decree No. 99/244 of 31/10/1999 laying down rules of creation, organization and operation of the research laboratory, while research professor or researcher partner may introduce a proposal to create a folder research laboratory. The research laboratory is responsible for the execution of one or more scientific research and technological development topics related to national research programs (Art. 10 of Act 98/11). The proposal must be approved by the Scientific Council of the establishment of the connection.

The research laboratory’s mission is to achieve the objectives of research and development, perform studies and research and to contribute to the acquisition of knowledge, improvement of knowledge, training and research and dissemination of scientific information and results. Headed by an elected Director, it must be composed of at least four research teams, each led by a trained researcher and consisting of at least three researchers.

The research laboratory is equipped with a laboratory council to d`élaborer programs and establish estimates of the revenue and expenditure presented by the laboratory director. It is endowed with management autonomy and subject to financial control afterwards. It is funded by the FNRSDT subsidies. The research laboratory can find their own sources of funding, in compliance with the regulations in connection with its research activities by concluding service provision contracts with third parties.

NSTU Abu Bakr Belkaid Tlemcen made ​​a tangible contribution to the promotion of scientific research with the launch of several research projects including the creation of twenty research laboratories (created in 2000 by Decree No. 88 -annexe1 of 25/07/2000) and seven (created in 2001 by Decree No. 42 of 05/02/2001-annex2) and this in various scientific research areas as established by national programs research (PNR).
